Funny, I talked to several WCOs and they said only Forest can enforce.

I think it's a recent change in authority.  I could be wrong though.

Biggest problem is getting in touch with them if there is no cell service.  Could involve a long drive.

I'm going to check my information on this and get back to you.

My father in law is a retired WCO here in PA.  Ive discussed it with him about what the WCOs told me about it being a Forest Service issue.  He said, "Could be."
