The problem with baleen is that it is regulated by the US goverment and the world. You can buy it, but you can not resell it legally. The only stuff you can buy legally is if it is harvested before the ban was put in place. The stuff on the street would be good if you are building a bow for your self. But if you sell it, you are breaking federal law.
That's why I use horn.

Wingnuts correct , sell it or trade it and you have violated federal marine mammal laws.
You can buy it full lenght and use it yourself but do not even make knife handles and sell it.
Trust me you do not want to break any federal game laws.

One way it is legal to sell it is if it has been scrimshawed (sp??). Then it's "art".

Actually art or not, if it was harvested after the ban, it's illegal in any form to be resold.

That's the problem, the natives sell it in the raw too. But I can't process and build a bow out of it, then sell the bow. Kinda crazy but not a law I want too mess with.

The baleen splits very easy, I helped Jack build a couple with bamboo. Most of them broke or the baleen split anyway. It was beautiful stuff one look like the northern lights when it was outside in the sunlight. But it is government regulated and only good for a wall hanger.
