Bear Leather Top Quiver?

I have a used Leather top tape on Quiver. The top is loose. It moves up about 1/8 inch on its own. Any ideas how to glue/keep it in place?

I really like Barge all purpose (rubber) cement for my money.Its the best leather and rubber glue I've ever used.If you can get a little barge between the metal hood and on the leather hood ? let it dry for about 3-4 minutes before slipping the hood back in place.I'd let it dry at room temp over night bd
