Kid arrows for rabbit hunt

I am taking my nine year old son to south Texas
with me for a Javalina hunt in Febuary. Hen wants to take his bow and try to hunt some cotton tails.

First I have call to the Game warden to make sure
his 20# bow is legal to hunt a Non-game animal with. I know you need at least 40# to hunt game
but I am un-sure about non game.

If it is legal I need advice on arrows. he now shoots 1516 eastons with target points so I cannot just switch to a broadhead or sgh's.

I am thinking about getting him some kiddie arrows
(wood with feathers out of the bin at sportsmans warehouse)and removing the blunt tips and replacing them with some broadheads.
What is the shaft diameter of those shafts?

I am leaning twords broadheads because of the light bow. As you can tell I do not want to spend alot of money for him to shoot into the thick south texas brush.
