New Bear Regulation

I just read today that the US and Russia have entered into a new treaty to restrict possession of Polar Bears or any part of them except for indiginous peoples that would be allowed to harvest a limited number.  I think this treat addresses the oriental trade in gall bladders which also includes black bears.  Does anyone know if this will affect all bears?

Idaho is one state that allows the sale of bear parts; I have never sold a gall bladder; but I have been offered a thousand dollars for one. So; the trade is there- for bear parts.
 (I wonder if WE will live long enough to be indigenous?- are not bow hunters indigenous to good hunting areas all over the planet??)
 Stopping the hunting of polar bears probably won't have an effect on the gall bladder trade; its more a concern about the ice flows melting off; and that this year people that have fished and passed through areas for decades: are starting to see dead polar bears they presume have drowned.
  It is guessed they tried to swim from one area to another and died in route- as the ice they were looking for is now gone.
 Walrus' pups are dying the same way.
The hunting treaty is probably the result of Al Gores 'talk' about global warming.
 The movie is doing really well; not that I believe in global warming- and think people are interested in the subject.
  Its due I think- to the fact that the theatres are air-conditioned.

I believe in global warming...I just don't think its due to cars. Anyway, Al Gore should stick to stuff he knows well, like inventing the internet.

It is in place to address the decline of polar bear habitat and populations. On the Russian side hunting hasn't been allowed since 1956 but poaching has been a problem, especially since a lot of the breeding goes on in the Russian habitat. This bill shouldn't effect other bear species.
