I always dig the 14" diamond concrete blades out of the trash on the jobsite. Are these blades decent steel to make a knife out of? Thanks for you help.

Nope.
Even if it was, the amount of work to acquire a piece from the large blade that would work to make a knife out of would soon make it obvious it's just easier to buy a piece of tool steel from the get-go.
