Do I want smooth surfaces or do I want to rough both sides up when glueing with titebond?

Jon, I would be roughing both surfaces up with 40 grit sandpaper or scrape with a toothing plane blade before glueing. If both surfaces are planed you wont have a lot of joy with them holding together...Glenn...

I have done glue-ups both ways, and prefer the smooth,clean,well mated surfaces that Pat suggested. You get a much cleaner glue joint IMO.

Yes you do need to prepare both surfaces to be flat and matched to each other for a perfect fit but they need to be prepared for glueing. The laminations you buy from Binghams are sanded with 80 grit sandaper so the glue will adhere properly. Have a look at action wood and you can clearly see the tool marks where the surfaces were prepared for glueing. Even though the surfaces are flat they are not smooth, you are just asking for trouble...Glenn...
