on a laminated bow is tillering still required or do you just cut out the profile of the limbs and riser and your done? This is a bow without glass. Thanx

You will have to tiller the bow when done,tapering your lams prior to glue up makes this process easier.

do you tiller the bow the same way you would do a board bow with sanding and scrapping?

Yes,although When you pre taper lamination's prior to glue up often you just need a little sanding to bring it into tiller.
