It does not mean public . It means the landowner has signed up with the State Division of Forestry and is under some type of working management plan. Once they get the management plan done they are eligible for federal cost share moneies to do everything from habitat improvement to building walking trail, food plots, to watering holes. It is a good program and a good way to improve your land and get money to do it. It is designed to aid in the cost of these things if you pay someone to do the work. But if you do the work yourself, you still get the % of money and may even make money for doing improvements if you don't calculate in your own your own time. Steve
