I used some aluminum flat stock and drew on a shape with a sharpie. Cut and filed out the shape on 2 pieces, glued them to a small spring clamp and sandwich the feather in between  with the clamp holding it tightly. trim the feather with scissors and use a propane torch to carefully burn the rest to final shape. slow but cheap and it works.

I have never used a template, I may have to give it a try .  I have an old feather burner and I can shape the piano wire in any shape that I want.  The first time I used it I found out that it should be used outside only.
I also have a Little Chopper that works great but it is only for 4" fletch.
If I'd known that I would live this long I'd have taken better care of myself.
