Working with phenolic?

After sanding to shape , how do you make it black again...I do not want the layers of cloth to show.  Just use fine sandpaper or??

Depending on the type of phenolic and the reinforcement used, it should polish up with super fine paper and the exposed fibers will wet out and disappear with finish.
