Need help with K-Mag tiller measuring

I'm trying to help out a friend long-distance so I do not have his bow [mid-70's] in front of me.
One measures tiller from each fadeout to string @ 90 degrees, yes?
Should the upper limb measurement be more or less than the lower limb measurement?
How much is this difference supposed to be?

Thats correct

Tiller settings are subjective, but its generally accepted that tiller should run from even tiller(same measurement, top and bottom) to anywhere from 1/8'' to 3/8'' positive( measurement greater on top limb.
