The Alabama Dept. Conservation, has charged the Bowhunters of Alabama, Inc. with the Urban Deer Control for a State Park, and several small cities.   Maybe you can work it out with Fl. or the Homeowners Assn.  We've got a good program going.  Requiers a membership to BHA, IBEP course, and Proficiency test and an interview, with possibility of background check.  All pretty simple.  We've got teams together, that will be able to hunt inside the city limits all season.  Just have to be low profile. And kill alot of deer!  Just a thought.  
Although BHA is not a Trad. org., we do have a good group of trads working with the teams.

My son Joe will be back from Afghanistan by december and he would do backflips if he were faced with your problem! He can't wait to get his longbow in those sweaty palms again soon. He lives right by Ft Walton Beach.
