Sputterman, as bobw says, if the maker pre-stretched it or just built and sent to you, initially it will squeeze out any wax and stretch 3/4 - 1" for a well made string, if not pre-stretched. This is the design nature of a flemish string. You should be able to take off the bottom loop and twist it about 6-8 turns and string it up and check it again. Also, leave the bow strung for a few hrs. or overnight, and then check. This along with drawing the bow, will help get the string stretched out.
