Got to wonder also, I have never seen the Units,(areas) in Utah numbered, they have area specific names. Also who ever told you that Management Objectives have been met and are above where they want them is either smokin' crack or livin in in Lala Land. The Northern Region has the most public land of all the 5 regions in the state, it also has the lowest number of deer.
Buck to Doe ratios on the Wasatch Front may be good, and there are some good bucks there, but it is very chopped up with private non hunting areas.
As a resident, who hasn't hunted here for almost 10 years, I would save my money and go on a good whitetail hunt somewhere else.
