Look into the Fish & Game Departments of; Oregon, Kentucky, New Mexico, Montana. Idaho, to begin. You're getting a late start this year.

I think Idaho and Colorado are your best chances for over the counter elk tags.

The broadhead used, regardless of how sharp, is nowhere as important as being able to place it in the correct spot.

Here in WI we have a ton of tags, a lots of public land, not as many deer but lots of tags. Sorry no elk to shoot, a few to watch but none to shoot. Seriously hunting is not all that bad and a license is about 125.oo out of state and you can buy tags until your broke. The WI DNR website will tell you all you need.

Most whitetail deer states are OTC. Mulies are a different matter. Utah also has OTC elk tags. Idaho may be sold out on their non-res quota. Check ID DNR's site.

Colorado, Idaho, Oregon, and Washington all sell over-the-counter tags for elk. However, it's a little late for 2009 as someone has already pointed out.
