Got a dozen CX Heritage 150's, cleaned the factory oily coating off with rubbing alcohol, scuffed em up with scotch brite pad, wiped em down again with alcohol & different rag, sprayed em with High quality rust o leum "White" for a dip, Bam !! Orange peeled like crazy !! Oh well, here we go again .....

Did the same thing.
I just went with it, though. Orange peel wasn't all that bad, sprayed a Fl. yellow fade, coated over Testors cresting with clear enamel. Not factory, not professional, but mine all mine.

Krylon Fusion is the way to go. No primer needed and I haven't had orange peeling on anything at all yet. It's chip proof too!

Your problem is with the rubbing alcohol. It leave a bit of an oil residue. You will need to wipe the arrows with a fast drying laquer thinner or wax and grease remover. both of these products can be purchased at the local O'reilys auto parts store for about $10 a gal. no primer needed
Good luck,
James

I use denatured alcohol or acetone.

yep, just did a quick search on denatured alcohol and it is a fast drying, so it should work just fine. should say that I am only basing my post from my experience in diy auto restoration and have never crested arrows before but, paint is paint.
Good luck,
James
