The ILF (International Limb Fitting) bows are adjustable within a small range, say 5-7#, but they're rather pricy to start a youngster on.  Lots of old, good bows around.  Probably better to buy one of those that fits him now and trade/sell it for another as he grows.  Good luck.

Mike from Maddog makes a great midsize recure.  It goes up to 25" draw.  Will grow with your boy.  I hunt with one and love it.  Mike is a sponsor here.  The bow is custom made for under $200!
