Interesting idea.....but...........
Unused tags.........better off to put em in some chicken or beef stock and eat em!!!!  Not sure I would like that kind of Karma on the backend of my arrow.
As for the second part of your modification, the 4 - 4" feathers is a great idea!!!!!
Good luck, would be interested to see if a unsed tag can still get bloody
