A big advantage to the bow being cut past center is that you can use a wide range of arrows out of them. With just a thin sideplate the bow will need a much stiffer arrow than what is normal for a bow of that weight. If your preferred arrows are somewhat weaker, or you get a smoking deal on some weaker spined arrows you can build the sideplate up to accomodate (within reason, of course). Also helpful if you want to try an elevated rest, you'll have more room to adjust.
As far as shoots, I'm no help there hopefully someone will have some answers for you. However, if the bow can't be cut past center I'd have to assume that it is some kind of traditonal "d" shape longbow class. In that case the ACS probably wouldn't meet the other criteria either.
