For what it's worth, I purposefully buy packs that are "noisy" rather than packs that are not. In my experience, if they are soft enough to be quiet in the store, I will shred them in short order.
I have a lot of cordura gear and I prefer it. After you've sweated all over it, and gotten it soaking wet, and dragged it through 10 briar thickets it is as quiet as anything else.
I have a little cordura shoulder bag I got from Wing Supply back in the 1980's. I used it to carry strap on steps. This bag went on almost every hunting trip with me for years. It rode in the boat, lashed to a stand, been outside for years. I lost it in the mid 1990's, and found it last season - or i should say my friend found it. It was behind the seat of the old camp truck and a family of mice was living in it. Right now, it's full of steps and lashed to my stand again.
I have a maxpedition pygmy falcon daypack and it is good quality stuff.
