Forgive me for being so brain dead right now---but here is my question: If you have a set of limbs which provides a 50# draw weight at 28" on a 17 inch riser---does the poundage increase, decrease or stay the same when pulled to the same length on a 19 inch riser? If it increases or decreases, by how much?

Should decrease, design will govern how much, but I'll guess 4#

If they're ILF limbs, they are marked for a 25" bow and gain a pound per inch the rise is shorter than 25". So a #42 limbs scales to #50 on a 17" riser.
That's the norm...
If the angle of the pads where the limbs attach is different from the ILF standard, they may gain more. That is the case for TradTech Galaxy riser.

Oh, and for hunting ILF limbs, like the TradTech ones, they're usually marked on the bow. It will say '#50 on a 17" riser'. You add or subtract 1 lb. per inch depending on whether your riser is longer or shorter. Marco
