Usually, by the time I need to refletch wood, the arrows are a little beat up so I don't bother trying to remove the crest or crown dip. However, I'm sure something like Bick Strip would work for that. If so, you would probably want to reseal the area.
To refletch, I run a knife between the quill and shaft to remove the old quill. Don't worry about getting all of the quill at the first pass. Then I take a file or piece of sandpaper on a small block and sand off the excess glue and any quill that may still be sticking to the shaft. Finally, I take lighter sandpaper, 220 or so, and lightly sand the entire area to be fletched. Then refletch. Good luck.
