tapering 1/4" shafting

What do you use to put nock and point tapers on 1/4" shafting for kids arrows?

Personally, I use a Woodchuck. It doesn't care what diameter the shaft is.
If you're using a pencil sharpener-type tool, just shim the shaft up with masking tape to fit what you have.
It's a pain but it will work fine.
