Samick ILF limbs FF safe?

I just picked up a Samick Agulla that came with 2 sets of Samick Universal limbs. Both sets have a date, handwritten  on the side of the limbs of 09-23-10. Is there any chance that is the date of manufacture? Are these limbs fast flight safe? Did samick ever make any universal limbs that were NOT fast flight safe? The bow came with 2 dacron strings and that is the only thing that has me second guessing as everything I've read and ********* agrees that they are in fact fast flight safe.

Snagged the bow off the big auction site and the seller doesn't appear to be knowledgeable in these things.
Any help would be appreciated

I've had two sets and both were shot with ff strings.
