The wire device you are thinking of is probably the Young Feather Burner. Mine cost me ninety bucks a few years back. All the major trad suppliers stock them.
The chopper is less expensive and is the best choice in the long run >IF< it is your intent to use one length and profile of feather exclusively.
I like 5 1/2 and 6 inch feathers and burn them to the desired profile. Profile and length are easy to change and the left over piece can be used for other arrows such as the ones I make for the grand kids.
But, once again, if you will use one length and one profile the chopper is the best way to go.
