Don't know if it's still made, but I picked one up from Cabela's several years ago. This one has arms and a hood and folds into its own pocket about the size of half a football. Has come in handy the few times I needed it.

Cabelas space rain jacket. Stuffs into its own pocket, weighs next to nothing, very waterproof, reasonably priced and pretty tough.

Army surplus poncho. Can't beat the price!

I don't do ponchos. But I swear by the breathable Frog Togg brand rain jackets and pants that pack very small.
I spent two years on an island where it rained
8 feet per year
and rain gear was never more than a couple steps from your hands if you wanted to be dry and comfortable. I'm still never more than a couple steps from my Frogg Toggs.
I see they now make ponchos as well.
