You might look at some Easton 1516,I made up some for my neighbors young ones. They shoot them out of a 10# and 20# fiberglass bows.

If you go with carbon take a look at Carbon Express Predators. Real light spine weights and a nice looking shaft.

I keep a 25# recurve with 1716s for women and kids to try.
If it's in your way, move it.

The CX 800's with a glue in 80g nib would suit her as well as anything out there. Because it will still be too stiff...as will everything, you could have them cut to her length in order to reduce the total weight. She won't be shooting enough to hardly flex any spine. Around 250g total.

My wife has a 21# recurve that she shoots some 1000 spine carbons out of.  We left them full length.

My daughter shoots 1816's out of hers, it's 26# @ 28" but she draws around 26" so it would be close to what you have, I would have to double check length of her arrows, don't remember off the top of my head.
Too many bows to list, and so many more I want to try!  Keep the wind in your face, and your broadheads sharp.

I'm guessing 1616's, but you should get a couple of 1516's, 1616's and 1716's to see which fly best out of her particular bow.  If she's at all interested, she'll break or lose the mis-matched ones pretty soon anyway, and the upside is you'll get better matched arrows in the long run that way.

Most arrows in that spine use the 50 grain glue in points. These are pretty light points, and if you cut the shafts to 27" for her, the arrows could well turn out too stiff.  It's better to stick with full length shafts and the light weight points, because the overall arrow weight will be lower that way than if you used heavier points and a shorter shaft, and if she's only pulling 21#, she's going to be much happier with lightweight arrows.

She should draw about 22#.
Easton Jazz 1616 @ 28" should fit right.
This is a recurve and should like arrows 8-10# heavier in Spine well.
Another option is the following:

They say they are unspined, but they generally are between 25 and 32# wood spine.
If one arrow flies perfectly, you just have to spine it and then can order exact matches...
