In 3D competition I have noticed

target are all at 20 yards
the first one at shoulder hight I group dead on
the second higher than shoulder hight I group lower
the third one lower than shoulder hight I group higher

could you point to what I am doing wrong

For the down hill shot or the one that is lower than shoulder height, bend at your waste to match the angle and maybe try canting your bow more.

do you mean draw at shoulder hight and then bend the waste to get on target?

I swing draw mostly and sometimes spread draw when I need to. Whether a target is up down or level the major part of your adjustment to it needs to happen in the legs and the waste.  I would not suggest drawing level and then doing all of that adjusting at full draw. The adjustment to varied angles needs to be in the pre-shot address to the target, so the that the draw and shot routine is as nearly identical to a level shot as possible.
