Anybody know of a tool that will reduce 3/8 shafts to11/32...???

Veritas doweling jig. The adjustable one is expensive. But they make a cheaper version that looks like a large pencil sharpener, that would work for your purpose I bet. Other than that a lot of hand sanding.

Maybe a compression block. I think 3Rivers has them but I don't know the size.

I have used a small "thumb" plane for years to reduce shafts and tail taper.
Takes a little time, but works great!
I also have used a 1/2" steel plate with holes drilled thru in '32 size increments.

you can build one of those taper sanding jigs-https://www.youtube.com/watch?v=Hhq3fgNRQvs
and maybe only put the slightest taper on them- or do a proper 11/32 to 5/16 taper.
dont know if they will sand the whole shaft and keep it parallel-- not really designed to do that.

Some woods will work with doweling tools and some won't.

I use a home-made compression block with three step-down holes. Using a propane torch to keep the block hot and an electric drill, it goes very fast and the shafts come out burnished with a very slick finish. Compressing the shaft does soften the spine.
