Sounds about right to me.
Rose city shafts are normally 32 inches long. The point taper is usually an inch so that leaves about 31 inches back of point, plus maybe 1/4-inch that the nock adds to overall length. That's cutting it pretty close. If your draw is truly 31, you won't have any problems with field points, but you may be drawing broad heads into your bow hand index finger.
This is moot, of course, if Rose City just makes you some longer arrows, say bare shaft length of 32 1/2 or 33.
