Question about shelf height limits

When building a shelf arrow rest for a 3D bow, isn't there a 3/8 inch limit on how high the arrow may sit in relation to the actuall wood or metal of the shelf? I am building a shelf strike plate and rest and I just wanted to make sure. I looked at the IBO rules and I didn't see anything in particular.

If your looking at the TRD class rules. They did used to have limits but it seems they have removed it this year.
