my arrow fishtails, what did i do wrong

I made a red oak bourd bow. 66in 50# at27.
tiller is good.
arrows fish tail. What,s the problem.

Do they fishtail every time? If so its a sign of improper arrow spine, where they impact the target in relation to point of aim will tell you if its too weak or too stiff.
