I'm pretty sure that is an auto body file- from back in the days of lead. Beautiful knife!

Hey Sticshooter,
Nicholson makes a file like that. They are sometimes called a float instead of a file.
They are used to make the insides of wooden hand planes smooth.
I found one here:

They call it a 'Super Shear Curved Tooth File'
