Good or Bad find?

I have a buddy that has been going to swap meets and I asked him to pick me up a draw knife if he found one. Well he called a few days ago and told me he had one in his hand but it had a few chips in the blade. It was 8 bucks and I told him to get it for me.
The handles were shot which isnt a big deal but the nicks are worring me. I tried to file them out but my file just slides off without scratching the metal. How can I get the nicks out to make the blade portion even? Here are some pictures of it. The biggest chips is about 3/8 long and 3/32 deep on the back side.

Someone with a belt grinder and new, sharp belts could grind that for you.

I agree with Karl, doing that by hand would be miserable! Looks like the edge has been worked down in the past. Still could be a good draw knife though...tippit
