I agree, I can't possibly forsee how it can make a difference what order the lams are in. As long as it tapers in the right direction, and both limbs are done the same way. I say that as an engineer not just a bowyer.
Probably comes from the days of wood lam bows where if you tapered the belly lam instead of the core/backing you could run out of wood during tillering, just a guess, and also not relevant to glass bows.
