Customize old recurve? (pics)

I don't know if this should have been in the bowyers section, but I trust the admins to tell me.
I have been thinking about my old take down recurve. I love those bows which have flush mounted limbs. Mine are kind of just riding on top of the riser. Is it possible to rebuild a riser to flush mount?

Or would it weaken the riser too much?

How heavy are the limbs ?

The limbs are 35# @28"
