cleaning finish on a Ben Pearson recorve

Bought an old Pearson Cougar. The limbs are discolored. Looks like oxidized (white splotches) but can't be that on a glass lam. I tried cleaning it with a couple of solvents; didn't work. Could it be the limbs just need a good waxing?

Pictures please. Refinishing is a project that's not tough to tackle, but its hard to say what's going on without seeing it.
