Functionally, within PBS, the difference is that Regular Membership comes with a vote in PBS elections.  Associate Membership is required for a period and an application process that lets the Regular Members and council members get to know you a little better are the means to becoming a Regular Member.  There are many Associates that remain as such for a variety of reasons.  Associates and Regulars are not treated any different by anyone in my experience.  But if you want to participate in the ballot votes Regular membership is required.

Regular members vote.  Everybody starts as an associate.  You have to apply and go thru a process to become regular.  I am sure other more "experienced" members can tell you more.

I am not a member, but as I understand it anyone who agrees with purposes of the organization can join PBS as an Associate member. To become a Regular member requires sponsorship by another member and successfully taking a certain number of big game animals.

Look at Article III in the bylaws that Barney posted about above.
