Can anything be done to fix this blade

Ouch! That’s a big chip. It could be ground off up to the top of the chip then have the bevels reground. It’s going to change the shape of the knife a lot. If and it’s a big if: there’s enough thickness in the blade someone could pull the scales grind up to the chip then forge in the bevels. That would retain more of the original shape. It looks like a green river / old hickory / Russell skinner, and if so it’s probably to thin there to really do any meaningful forging to draw out some bevels.

I’ve done several repairs for locals. I would regrind it as h1tman7 described but if done carefully with plenty of quenching to battle heat there isn’t any need to remove the handles.
