I found a really big bull elk in one of those areas where we need a special permit to shoot a bull elk. I didn't draw one of those coveted bull tags, but this bull has been hanging around with 8-10 cow elk. I'm pretty sure he
identifies himself
as a cow elk. Do you think it'd be okay for me to shoot him with my cow elk tag?

Depends if you get a new age warden or judge.
If I only had a cow tag I'd probably just thin his herd though. They generally eat better anyway.

To be sure, wait until he encounters a stout by limber small tree. If he hugs it the cow tag is ok to use. If he beats the dickens out of it best let him go.
