A chemist uses a "pipette" to draw small amounts of liquid from a large container to a smaller one -- basically a length of rigid tube -- In this case, say a foot long piece of 1/2" PVC.
Place your small container next to the jug. Lower the tube into the jug, and when it's mostly in, put your tube-holding thumb over the open end of the tube. Thumb pressing down, draw the liquid filled tube out of the jug, move the end to the smaller container, and then let your thumb release.
