A good rubber contact cement like Barge should do well for gluing the leather, but you can save yourself the cost and effort with a simple buffing wheel and jewelers rouge. Most any wheel should do, but I like the harder ones best. I and some friends have used this for several years to "strop" our broadheads and it really works great.
Two issues to watch for: Keep your wheel speed and pressure low, as it is easy to get the edge very hot; and ALWAYS have the wheel turning AWAY from the edge.
