does building out a sideplate or strikeplate make the arrow react diffrently?  out=stiffer?  what can be done to get a stiffer spine reaction?

It allows you to shoot an arrow that is to weak in spine .

Building out the sideplate will 'stiffen' the arrow.
Making the arrow shorter and using a lighter point will 'stiffen' the arrow.

Building out the side plate is a way to tune the bow to the arrow. The farther the side plate is built out from center shot the stiffer the arrow will act.
Here is an example:
Let's say you have a 50# recurve and you have some 50# spine arrows. You shoot the arrows and find out, through using bare shaft or some other tuning method, that the arrows are showing that they are too weak in spine. If you build out your side plate a little with a thin piece of leather and shoot again you will see that your arrows act stiffer in spine. If you build it out a little more the arrows act even stiffer. They are the same arrow, but you have just tuned your bow to the arrow by altering the thickness of the side plate. If you already have arrows this is a cheaper way to tune than buying new arrows.
Good luck with your tuning.

You can also raise your brace height as that increases spine on an arrow just like lowering the brace reduces spine.
Keep flinging those shafts!
