Yes, I've sharpened many Stingers with bleeders in the KME knife sharpener. I also sharpen the bleeder itself in the sharpener. Just extend the bleeder all the way out & the stone will clear the jaw just fine. You will find the KME is much easier to use than other sharpeners.
KME also has the broadhead sharpener as well, this works exceptionally well on all two blades & bleeders once bleeders are removed!
Either way you'll be amazed how sharp you can get them! I believe 22-24 degrees is a good place to start on the correct angle!
