You should do fine at any of the better hardware stores.  Buy Quality.  Get a big one, say 1.5" wide and you can use it on snuffers.

I have a couple of Nicholson 12" flat Mill files. They cut quickly and don't cost much. Get a good handle for them though. You like it a lot better with a handle.
