What is the difference and can you use limbs that were made for a 64 inch riser on a 62 inch riser?

Sure, if the bowyer makes limbs that can be switched from one riser to another you can certainly do that.  Just be aware that it will affect the draw weight and will be a little different than the limbs are marked.
