I am a firm believer in trying to work things out directly with the business owner. That said, it sounds as though your efforts in this direction have not produced a satisfactory outcome. I would send the Bowyer a certified letter giving him a specified amount of time to remediate the situation or face further consequences. If there is still no resolution, at minimum I would contact the BBB to file a complaint and the State's Attorney's General Office for further direction.
