Need info from the Bear Bow guys

Ive got a Bear Black Panther recurve, S/N KP7668 AMO 56" 50/55. The riser appears to be made of walnut and the limbs are covered in black glass with white tip overlays.
The bow is not in terribly good shape it has many scratches and blemishes to the finish and tape residue all over the riser. I does appear to be functional but has no string with it. I do not see any indication of delamination but there are some significant dents or wear marks on one limb near the tip.
The gentleman who owns it would like to sell it and there is another one on the auction site not to be named in much better condition. I just hate to see a great old bow go to waste but I dont want to spend more than its worth either.
Any idea what I should offer?

Make a reasonable offer, $50 or so. Tell him it will take some refinishing time and you want to save it but can't spend alot. It will take some time but it might be worth it to you. All he can do is say no,right?
