Bear "Polar"... Adjust the tiller?

A buddy bought a Bear Polar bow, 64" and 44# draw. Needed a new string as the one on it was twisted to death and was still too long. Thing is I strung it with the longer string just to see if it could be drawn and the tiller is way off. Its worse with a shorter string on it.
 Is there a way to make the tiller come back to even on a glass bow?
There sure is alot of air around a squirrel...eeyup.

I'm no help if you truly have a tiller problem, but, my neighbor has an old Polar and the limbs definitely bend different from one another.  It looks like the tiller is off much more than the normal difference.  As I understand it that is in the design for some years of the Polar.  I am probably all wet on this, but his bow shoots and behaves well.

Anybody else have any knowledge of the Polars havin strong positive tiller on some years' models?
 The upper limb is 9/16" farther from the string than the lower limb.

My friend's Polar is the same. I believe the bottom limb is stiffer. It looks very much out of tiller but shoots rather nicely.
